Barbara Cosgrove is the Vice President and Chief Privacy Officer at Workday, where she has extensive expertise in leading international data protection, ethics, and compliance programs, including oversight of global data privacy programs, implementation of technology compliance standards, and development of privacy-by-design and machine learning ethics-by-design frameworks.
Her experience prior to Workday includes being an HR Compliance Manager for Kaiser Permanente, a Compliance Program Manager at PeopleSoft, a Senior Product Manger at eBenefits, a Managing Editor at the Employer Resource Institute and more.
Barbara has served as an expert for the International Association of Privacy Professions (IAPP) Privacy Engineering Section Advisory Board as a board member and Chief, a private network associated with Workday built to drive more women into positions of power and keep them there. She holds a BA in Advertising from Penn State University and a Juris Doctorate from Widener University School of Law.

Jake Jennings is Assistant Vice President, Head of Global Trade Policy, in Washington DC, where he is responsible for AT&T’s policy development and advocacy on trade focusing on the digital economy and Internet Policy. Jake works closely with AT&T’s diverse business units, and the team of international external affairs advocates around the world. AT&T provides wholesale services to over 220 countries and territories, and provides enterprise services to over 130 countries. His work includes efforts on market liberalization, pro-competitive licensing procedures, reasonable compliance requirements, and polices to promote a secure and stable internet. Mr. Jennings is based in AT&T’s Washington D.C. office. Prior to joining AT&T in 2008, Mr. Jennings had been an Associate Bureau Chief for the Federal Communications Commission focused on domestic and international broadband and internet policies. He previously worked for a competitive local exchange company as Senior Vice President, Regulatory Affairs, the Federal Communications Commission, and the Illinois Commerce Commission. He has a graduate degree in Economics from the University of Central Oklahoma.

Joe O’Murchadha is the Lead Senior Legal Counsel of Data Protection and Privacy at SAP in North America, where he oversees global framework interoperability, holistic risk management, cloud regulatory compliance assurance, privacy, responsible AI, emerging technology, and the emerging intersection between privacy, security, and antitrust regulations. Before starting at SAP, Joe spent six years at Lidl, where he worked as Head of Corporate Compliance and Ethics, Data Protection Officer, Senior Counsel for Corporate Compliance and Ethics, and In-House Counsel. He also spent time as an Attorney of international labor, privacy, tax, and immigration law at E.ON. He holds a BA in Economics and I.T. from the National University of Ireland, an MBS in Business from the Waterford Institute of Technology, and a Bachelor of Laws degree from the National University of Ireland.

James Southwick is the Vice President of Government Affairs at Medtronic, where he is responsible for strategy and engagement with governments around the world on Medtronic’s core strategies. During his over 20 years of experience at Medtronic, he has served as Vice President of International Regulatory Strategy, Assistant General Counsel, and International Deputy General Counsel.
Before starting at Medtronic, James worked as Counsel for Dorsey & Whitney LLP and Deputy Assistant United States Trade Representative for Japan for the Executive Office of the President. He holds a BA in International Relations from Carleton College and a Juris Doctorate from University of Minnesota Law School.

Kate Goodloe serves as Senior Director, Policy with BSA | The Software Alliance. She works with BSA members to develop and advance policy positions on privacy, as well as artificial intelligence and law enforcement access.
Before joining BSA, Goodloe was a senior associate in the Privacy & Cybersecurity practice at Covington & Burling LLP. In that role, she counseled technology companies on a range of privacy and law enforcement access issues and represented companies in privacy-related litigation, as well as in investigations by the Federal Trade Commission and by Congress. She previously served as a Law Clerk for the Honorable J. Frederick Motz of the U.S. District Court for the District of Maryland.
Goodloe is a graduate of the University of Missouri School of Journalism and the New York University School of Law. She is based in BSA’s Washington, DC, office.
